It was founded by three international digital nomads and has focused particularly on partnerships in the Pacific region, including organizing the inaugural Palau Blockchain Summit with the theme 'Navigating the Future: New Governance and Sustainability.' Metropolis develops several products including an X Corporations framework that follows a 'law as code' design philosophy for corporate formation, supporting portability across jurisdictions. The company is also developing TurtleX, a digital and tokenized real estate investment marketplace for the Pacific Island region.

Their broader vision involves building infrastructure for what they call Virtual Metropolis hubs: digitally empowered special economic zones, autonomous zones, and city-states that provide government services to global citizens through a connected marketplace. The team raised a seed round in 2023, tripled their team size, and participated in international conferences including a panel at the United Nations Science Summit in New York.

Metropolis also helps nations activate special economic zones and charter cities, designs citizenship-by-investment and digital residency programs, and builds digital economic infrastructure. One of their current programs is the Philippines FIV investor visa, a residency-by-investment program operated through the Freeport Area of Bataan.
